Due to circumstances that I can't control, I really have to relocate back to my 'home' of the Pacific Northwest (either Seattle/Tacoma or Portland Metro is fine) but have had NO luck in finding a job. I work in the field of instructional design/instructional technology/learning development, have a masters in my field, 3 years of experience in my field, plus 4 years experience in another field (public school education). Additionally, I have a great amount of leadership/management experience as an officer in the US Army Reserve. I have applied for 20+ jobs posted on various sites like HotJobs and Monster, but have not even gotten so much as a telephone interview. My resume looks good, at least as far as I can tell. Any ideas on how to get noticed? I feel as though I'm very qualified.

Here is what I have done three times in Geograpic relocations. First I get a phone book from the area I am looking at, I open to the section that pertains to my job (Civil Engineering for me) and I cold call everyone on that list. I have never had a difficult time with that way. When I started trying to use Monster or one the other job sites I never get a call back. The other thing I did was pop in on the Company with Resume in hand…that forces an issue.
Dress the part, look like you want to succeed not like you want to have that Goodwill look. Make eye contact at all times and ALWAYS take extra copies of your Resume with you!
Can you use the university where you got your ms career center. Also that looks like the kind of job where you could work from home and have to do a lot of travelling. Search job options for that too, where you could work from anywhere.
Might be time to switch fields for a while so you can live where you want until the right job comes along.
Go there show them your face and they might pay a little bit more attention to you there is no telling what kind of people them sites actually attract to the jobs…they want to see you in person not over the internet if you are that serious about relocating and getting a job then it shouldnt be a problem to go over and spend a few days to get noticed…good luck
Try going through a recruiter.
Ask folks at current job if they have connections in the Northwest.
I don’t think moster and hotjob do really work. I suggest until you get to whereever you want to go, and then look at the yellow pages of the companies you might be interested to work at, and start going to their offices and bring your resume in person, and speak with human resources, and introduce yourself and leave your resume so HR can make note on your resume about you.
