Yes -- there are very good resources that you can check out for free at your local library. This question is far to in-depth to answer completely here. Suffice it to say that any e-learning should come from sound instructional design. NEVER choose the delivery modes before you've designed the learning outcomes and activities. You might find that e-learning isn't an appropriate mode for delivery at all. If it is, you might find it's appropriate only for certain parts of the learning. Identify the desired outcomes first, then design the learning activities, then take a look at delivery modes that are appropriate for the desired outcomes and learning activities. When people choose the delivery mode before they even know what the learning should be, they usually end up with glorified powerpoint presentation information dump sessions... BORING.
One book I urge you to get: The Accelerated Learning Handbook by Dave Meier. Excellent resource for sound instructional design, and it includes a section on delivering via the web or cbt.
