Best open source reputation system platform that's easy to use?

Hi. I'd like to create a website that has the repository capabilities and reputation functions such as in Youtube, Yahoo answers and Sitepoint market place.

I'd like to create an elearning object portal where educators can easily upload/ download/ rate/ comment/ request the objects.

Are there any platforms that are ready made for this? I've tried JOOMLA, Moodle and other similar, big name CMSs, but the problem with them are: 1. only through complex addons and customization can this be done; 2. they aren't administrator friendly and are very cumbersome to set up.

I'm not a programmer, and I've had much frustration with greedy outsourcing companies who I've approached over time, budget and quality.

I'm sure something already exists, right?

Please guide me here.
